Steinberger, Nobel Prize winner in 1968 for Physics and director of the CERN particle lab, believe that solar energy is the only viable of all forms of alternative energy.
In a conference organized by the Royal Society in London, Jack Steinberger signalize that investments in wind energy developed by several States, and mainly by the current U.S. administration, is a waste of resources because of the wind inconsistency.
Steinberger considered that in the next 60 years we will consume all the gas and oil resource of the planet, and until then people need to invest heavily in developing new technologies to generate energy.
In this sense, he proposes a solar thermal central, whose operating principle is based on a network of mirrors and lenses that will produce electricity and heat. The heat can be stored, allowing plants to operate in the absence of sun. 
Physicists consider that in the near future, Africa will become the main producer of energy, due to constant power of the sun in most of the year. Here could be imported 80% of European energy needs. A central capable of producing up to 3.5 gigawati energy cost 32 billion dollars.

Subject: Proposal for Solving Energy and Environmental Problems
Dear Mr. President Obama,
As a young talented and respected politician for whom the majority of Americans voted, and now look for change in their lives to live for the better I hereby wish to approach you with a life changing proposal.
What changes would American like? A monthly cheque instead of a bill every month from the electricity company on a continues basis? When every American will be guaranteed a good level of life whether they are employed or not. When nobody is supported by the state and jobs will be in abundance. When the air in the skies above America will contain only pure oxygen and no contamination. Then America will become abundant in everything and prosper which all Americans so rightly deserve. You Mr. President and only you have the ability to make it happen.
If you really love America and are interested to change the lifestyle and health of all Americans for the better than I am here to assist you with this project as a hydraulic Engineer. The reason for my interest in proposing this project to you is that my son has been living in Los Angeles for the past nine years and is working as a computer programming engineer and will soon be receiving American citizenship for which I am grateful to America.
Below is a thesis of my studies and proposal of how to achieve these goals which I have outlined above.
Looking through the drawings and diagrams of the Greek philosopher Pythagoras of 2500 years ago, I have discovered that one of his inventions was understood absolutely incorrectly by the engineers of the late 19th century. Pythagoras had offered us a perfect plan for extraction of energy with a low consumption of water and heat: something quite different from a steam engine, which in the end was created and later has been used for many years in various industries. Then, based on the principle of the steam engine, the internal combustion engine was designed and the Humankind has become addicted to oil, and with this dangerous addiction we started to poison our Planet. The oil reserves will be depleted very soon, and now this fact destroys the relations among the Nations of the world.
The next hint was provided by the great gunsmiths Richard Gatling and Mikhail Kalashnikov, and the Italian heating engineers, all of those who accidentally invented a thermal generator not realizing the power of their own inventions. Having combined their works it turns out that it is possible to create an engine, the capacity of which greatly exceeds the capacity of the existing internal combustion engines.
The new engine has no process of open burning. The engine, in which the water is recycled, that bears resemblance with an internal combustion engine, but lacks an exhaust pipe. Thus there are no exhaust gases (not even a steam).
A weakness of the new engine is that it works best at a constant rate of revolutions, however if such a motor is employed to spin an electrical generator, we find a perfect union.
About well-being of the Americans:
For what purpose might such a perfect union be utilized? The answer is for the energy and for transportation. What mode of transportation do the Americans like most? It is no secret that Americans like spacious, powerful, and comfortable automobiles. By installing this perfect union under the hood of their cars, paired with an electrical motor, we obtain an “environmentally perfect” vehicle of any desired horsepower, containing a power plant of continuous cycle, which does not require a shutdown even when parked in a garage.
By establishing a network of companies that would buy a surplus electricity from the citizens, every American will be able to sell energy from its vehicle-based generator for a few dollars a day, which would help pay off a car loan, and after the payoff will allow the owner of such a vehicle use it in their own interest while producing electricity. And the stronger the car, the more profit will be gained! There will be maintenance facilities to repair such engines, which potentially means more jobs.
Given the future huge demand for such cars-of-abundance and the ability of the American industries, I am sure that in 3 to 4 years there will be a surplus of electricity and its price will begin to fall. In order to prevent such an imbalance, I suggest erecting factories to produce hydrogen from the seawater on the shores of the Atlantic and Pacific oceans (the oxygen as a byproduct of the hydrogen generating process may among other things be transported by pipelines to the major metropolitan areas to be released into the atmosphere in order to purify the polluted air in the cities).
The U.S. will begin building the liquefied hydrogen reserves and will begin transporting it overseas. By setting the price of hydrogen, the U.S. Federal Government will subsidize the American businesses and will gain a huge profit for the budget. The U.S. must become the energy super power! I want to remind you that recently in Europe was opened cheap synthetic substitute of platinum to catalyze the process of splitting water by electricity.
For the most part the main technological challenges to create the energy market of the 21st century that is non-polluting and everlasting have been solved; however the adoption is up to your good will. Your name might be remembered for Centuries as a pioneer who corrected the course of history and saved the Planet.
I am confident that between the two of us we can change the face of the earth for the better and create a brighter future for everybody

Explaining the essence of the case:
